Contracting
(BVC) is a concept that is gaining widespread acceptance in the public and private sectors.
COUNT's Board of Directors has strongly supported contracting systems that judge competitors on their abilities and their performance.
Under the Best Value Contracting method of procurement, low bidders may be rejected in favor of contractors who can demonstrate superior qualifications, reliable resources and better performance records.
BVC allows owners to demand quality facilities delivered on time and on budget with minimal disruptions and problems. The low bid approach often fails to produce these results because it encourages marginal performance and adversarial relationships. It also provides little or no screening of contractor qualifications.
Under Best Value Contracting, qualifications count and what a contractor delivers on one job – in terms of cost/quality/schedule and overall customer satisfaction – can determine whether it wins the next project. This means that there are powerful incentives for contractors to excel on every job. Performance and innovation are encouraged and rewarded.
